In Tuva, the practical part of the project on the creation of a special economic zone has begun

A working meeting on the creation of a special economic zone in the republic in the area of the Khandagaity automobile checkpoint on the Russian-Mongolian border was held in Tuva. The project to create a special economic zone involves the construction of a customs terminal, a transport and logistics complex, a wholesale distribution center and other facilities. The SEZ will become part of the Russia–Mongolia–China cross-border economic corridor project. The Yenisei Siberia Development Corporation is attracting residents to the SEZ in order to localize investment projects in the territory of the Republic of Tyva.

The meeting participants discussed issues that were received by the Ministry of Economic Development of the Russian Federation following the review of the project, including topics of engineering and technical support, logistics of the SEZ and nuances in the design of land management and property documents of a special territory.

Minister of Economic Development and Industry Aydis Sat reported that the department is developing a feasibility study for the construction of the engineering infrastructure of the SEZ. The issue of electrification of the logistics center of the zone is being considered as a matter of priority. The Ministry is negotiating with ROSSETI about the possibilities of building and installing appropriate equipment and technical connection of the center’s power facilities.

In parallel, work is underway to issue permits for the land plot where the logistics center will be located. The lands in question are located on the territory of the Ovyursky district.

It was noted that the procedure for processing related documents should be carried out taking into account the requirements of the border regime and customs legislation, since the preferential zone will be located in close proximity to the state border.

Recall that the special economic zone is supposed to be located in the immediate vicinity of the Khandagaity checkpoint, where reconstruction is currently underway to give it international status. The work is being carried out by the Novosibirsk branch of Rosgranstroy, and the construction of a cargo terminal is being completed.

It is expected that with the transfer of the status of the point, the number of vehicles crossing the border will increase significantly, as well as the volume of cargo traffic. The capacity of the point is now at least 560 individuals per day. In this regard, the question arises of the readiness of the transport infrastructure of the region for such a large number of freight transport. Logistics involves the use of the Abaza – Ak-Dovurak highway of regional importance, which currently does not meet the requirements of increasing cargo traffic.

In this part, Vladislav Khovalyg recalled his instructions included in the Message on determining the sources of financing for bringing the specified highway into a standard condition. The road is an important part of the cross-border corridor from Russia to Mongolia and further to China through the territory of the republic.

Vladislav Khovalyg noted that it is necessary to use all the transit potential opportunities that the region will have after the opening of the Khandagaity international checkpoint. The creation of a special economic zone is a priority project, therefore, it is necessary to be particularly scrupulous about the registration of its title documents.
