An agreement was signed between the Yenisei Siberia Development Corporation and the Administration of Minusinsk. The purpose of the agreement is to create favorable conditions for the development of investment activities carried out in the form of capital investments, as well as the formation of a unified approach to the support of investment projects, taking into account the introduction of the municipal investment standard in the Krasnoyarsk Region.
The municipal investment standard is the minimum necessary set of requirements for the support of investment projects in municipalities in accordance with the recommendations developed by the Ministry of Economic Development of the Russian Federation. It was developed taking into account the best practices of municipalities in supporting investment projects and should form a unified approach to organizing systematic work in this direction.
The head of Minusinsk, Andrey Pervukhin: “In 2023, Minusinsk celebrated its 200th anniversary. Preparation for it was considered as a powerful impetus for the development of the territory, building up economic and investment potential. The introduction of the municipal investment standard and the agreement with the Yenisei Siberia Development Corporation will certainly be another important step in this direction, and will have a positive impact on the attractiveness of Minusinsk for potential investors. We have opportunities for the development of light and processing industries in cooperation with the southern regions of the region, the nearest neighbors – Khakassia and Tuva. This includes the processing of agricultural products, wild plants, fruits, berries, and the creation of marketing cooperatives based on suburban and household plots – all this will contribute to the growth of self-employment in the surrounding areas. Minusinsk is favorably distinguished by its climate, geographical location, natural beauty, as well as great tourist potential, which allow us to also become a service center for the entire south of Krasnoyarsk region.”
Investment projects such as the construction of a linear elevator (LLC “NZSK”) and the modernization of the sanatorium “Sosnovy Bor” on Lake Tagarsky are planned for implementation on the territory of the Minusinsky district. The Yenisei Siberia Development Corporation is also actively working to attract investors to this territory. A number of investment proposals have been developed: the construction of a wholesale and logistics center for agricultural products; the creation of a production facility for growing fresh vegetables on an industrial scale; the construction of a plant for the production of aseptic packaging for dairy products; the creation of a hotel complex in Minusinsk and others.
Recall that in 2023, five main elements of the regional investment standard were introduced in the Krasnoyarsk Territory: a specialized organization for working with investors, the Yenisei Siberia Development Corporation, works in the region, where investors are accompanied at every stage; an Investment declaration has been developed that contains a strategy for the development of the region; an Investment portal has been opened with information on the territorial planning of the region, the resource base infrastructure, support measures and tariffs; a set of investment rules of the region has been developed – a set of specific optimized procedures governing the receipt of a number of services by an investor; an Investment Committee chaired by the Governor of the region operates, where controversial issues are promptly resolved.
