The modernized personnel support system for investment projects in the Krasnoyarsk Region was highly appreciated by experts of the Forum of National Achievements

The projects of the regional employment service for interaction with employers are recommended for replication in other subjects. Such a high assessment of the practice of the Krasnoyarsk Territory was given by the experts of the Forum of National Achievements on the topic of personnel policy for the modern labor market. The event took place in Moscow, at the site of the International Exhibition and Forum “Russia”. Viktor Novikov, Head of the Regional Agency for Labor and Employment of the Population, presented the modernized system of personnel support for the economy of the Krasnoyarsk Territory to the professional community.

The personnel demand in Krasnoyarsk is increasing due to the implementation of large-scale investment projects, including the integrated investment project “Yenisei Siberia” and the development of the Arctic zone. Taking into account the situation on the labor market, the personnel support system of enterprises has been modernized. It was decided to close the growing need by transferring specialists from the labor–surplus territories of the region, as well as attracting qualified specialists from neighboring regions – Khakassia and Tyva. This approach makes it possible to effectively fill the employers’ need for specialists, and over the past year it allowed 87% of vacancies to be closed on investment projects at the expense of all sources of labor resources.

For example, in December 2023, over 200 applicants from the regions of Yenisei Siberia took part in the open selection for employment for the Vostok Oil oil field development project. In addition, the changes affected the personnel training system. At the request of employers, the employment service organizes accelerated training of candidates for employment. Thus, a citizen gets a new profession or improves his qualifications according to the requirements of the enterprise.

As Viktor Novikov explained, individual work is carried out with each employer: cooperation agreements are concluded, roadmaps with a phased action plan for staffing are being developed.

The company applies to the nearest employment center, and the entire regional network of employment service institutions is engaged in the selection of candidates for it. The search for applicants is conducted among the clients of the employment service, specialists from the personnel reserve, graduates of educational organizations and other categories. If necessary, professional training of candidates is carried out promptly. New digital services for staffing investment projects have been created for the convenience of citizens and employers.”
