Russia’s Ministry of Economic Development has prepared a package of bills enabling regions and municipalities to engage DOM.RF in bringing cultural heritage sites that are in poor condition back into active use. These initiatives were reviewed at a meeting of the Russian Government.
The new mechanism will allow regions and municipalities to delegate to DOM.RF the authority to prepare architectural landmarks for auction, execute sales contracts, and support investors throughout the restoration process.
These powers will be exercised under agreements with Russian regions and municipalities for a term of up to three years. If a property is sold, project support will continue until the investor fulfills their restoration obligations.
In Krasnoyarsk Krai, 33 cultural heritage sites are being offered to investors for restoration; a catalog of these properties is available on the region’s investment portal. Examples include the Borodkin House in Yeniseysk, the Merchant Borodvakin Mansion in Achinsk, and the G.V. Yudin House (with its stone annex) in Krasnoyarsk.
According to the Ministry of Economic Development, the new mechanism will facilitate the annual revitalization of over 90 cultural heritage sites with a total area exceeding 50,000 square meters. The initiative has already received support from 16 constituent entities of the Russian Federation.
