Scientific study of approaches to living standards’ evaluation started in the territory of the Yenisey Siberia

A fundamental interdisciplinary study dedicated to human capital measurement in the context of the living standards of a territory was launched in Krasnoyarsk Region, the Republic of Khakassia, the Republic of Tuva. The study is supervised by Professor of Socioeconomic Development Department of Siberian Federal University Eugenia Bukharova and supported by Krasnoyarsk Region Science Foundation and Russian Foundation for Basic Research.

The scientific task of the research is to develop an approach to the measurement and evaluation of such specific economic resource as human capital. The target region of the research, the Yenisey Siberia, has the features that require some specification of the theoretical postulates to ensure the correct evaluation of the quantity and quality of the human capital. For instance, the Yenisey Siberia features a high level of territorial socioeconomic asymmetry, which needs to be taken into account for getting more situation-adjusted results compared to the currently known approaches that do not consider such a factor.

According to the research supervisor Eugenia Bukharova, consideration of behavioural, socioeconomic, ethnolinguistic and other specificities of the territories may yield a multifaceted characteristic of the connection there is between the listed factors and the living standards of the population. “By today, we have developed a theoretical approach to categorization of the Yenisey Siberia territories into clusters, or groups, by the primary socioeconomic development level. There is a methodology for regular observation and expert evaluation of economy, innovative complex and the living standards of the human potential in the Yenisey Siberia regions”, remarked Eugenia Bukharova.

The research is expected to result in the development of an interdisciplinary set of tools applicable to the measurement of peculiarities, opportunities and restrictions of the sociocultural diversity of the Yenisey Siberia as a component of human capital from the point of view of the positive impact it makes on the innovative development of the macroregion. The project also provides for a model for management and monitoring of the living standards of the region with regard to the socioeconomic specificity of the Yenisey Siberia regions, professional composition of the settlements and psychological behaviour aspects of the investing and economically active groups of population.

Director General of the Yenisey Siberia Development Corporation Sergei Ladyzhenko believes that such research is especially urgent in the context of running the Yenisey Siberia Comprehensive Investment Project in the territory of the three regions. “The key objective of the project is to achieve socioeconomic development of Krasnoyarsk Region, the Republics of Khakassia and Tuva. Investment made into large-scale projects shall transform into the results, tangible for the local residents: developed infrastructure, new jobs, growing tax revenues and actual income of the population. The research will specify the tools applicable to evaluation of the cumulative criterion, the living standards, and to understand the main trends the social and infrastructural programmes should follow, to make up recommendations for the project investors”, remarked Sergei Ladyzhenko.
