Promising investment projects of the Yenisey Siberia presented at KEF

The presentation site of the Yenisey Siberia Development Corporation at KEF held the investment session for its brightest projects. The session encompassed presentations of twelve projects that demonstrated the long-term development vectors of the Yenisey Siberia regions: Krasnoyarsk Region, the Republics of Khakassia and Tuva. The total volume of investment into the presented projects was 200 billion Roubles.

The presentations were visited by potential investors, federal and regional infrastructure support organizations, experts in the respective areas to collect information of the projects directly from the leaders of the organizing teams.

The Director for Development of the Yenisey Siberia Development Corporation Alexei Nikolaev remarked that the Corporation is in charge of assisting both large industrial and infrastructural investment projects and the new projects that have not been included into the Yenisey Siberia CIP, as well as some projects at the investment proposal stage of development.

“We will also support the projects and investment proposals brought in by our potential investors and business initiators”, explained Nikolaev.

In the mineral extraction and processing sphere, there is a construction project of the Angara Coal Chemical Plant for the production of synthetic hydrocarbon coal products from the raw materials from Kokuyskoe bituminous coal deposit in the Motygino District of Krasnoyarsk Region.

Director General of the coal deposit license holder and project operator COAL CONSULTING LLC Yuri Pimanov remarked that against the background of growing coal production in the region (40% of all Russian reserves are found in Krasnoyarsk Region), the coal chemistry theme becomes more and more urgent, and it is expected to become a chemical industry subbranch developed as much as oil chemistry or pharmaceutics. The strategic relevance of the project consists of two elements: economic and environmental. The light oil deficit in the Northern areas of Krasnoyarsk Region will be eliminated, while environmentally friendly liquid fuels like synthetic fuels will be popularized.

“I would add that the initiative for constructing the Angara Coal Chemical Plant as an option for transferring to the deeply processed raw materials was approved by the Government of Krasnoyarsk Region in the years 2015-2016”, highlighted Pimanov.

The annual raw materials consumption constitutes 500 thousand tons of coal, used for production of 100 thousand tons of hydrocarbons. The main volume of the coal chemical plant products, particularly, synthetic oils, petrol and diesel fuel, falls to the Northern areas of the region suffering from the light oil deficit.

The project is participated by Sibiryak Construction Company, providing the financial support of 20% of the total project value; SES ENCOAL ENERGY Polish company, the project feasibility study developer; SES Energy Systems Inc. American company, supplying the coal gasification technologies; INFRA company, supplying the liquid synthetic fuel production technology.

For support of the plant, it is planned to build a motorway of 18 km and an overhead power line of around 30 km on the right bank of the Angara River, near Kokuy Village.

The required investment counts around 8.6 billion Roubles, without the previously borne expenses and current assets; the payoff period is 7 years. The target market is Krasnoyarsk regional oil product market. The net worth of the facility constitutes -20% of the total amount of required investment.

The project for development of Troitsky Salt Plant in the Taseevo District of Krasnoyarsk Region was presented by Deputy Director for Development of Troitsk Salt Company Bogdan Polischuk. Established in 2017, the company is a legal successor of Troitsky Salt Plant, the first industrial enterprise in the territory of Krasnoyarsk Region established back in 1639. The new owner of the plant assessed the capacity of the salt solution deposit: it constitutes 1 billion tons in the finished product equivalent. As a result, three types of products were chosen for manufacture: liquid salts and spices, concentrated hypochlorites and Extra class white salt. In November 2018, the first shipments of Troitsk Salt Company were made to such retail chains as Komandor, Krasny Yar, Holiday (Novosibirsk) and Bayram (Ufa).

“At this moment, only liquid salts and spices sector is operating; the other two are presented in the investment projects that we applied to the Yenisey Siberia Development Corporation. Concentrated Hypochlorite production requires the investment of 85 million Roubles, and a modern enterprise with the production capacity of 15 million tons of Extra class white salt per year requires 370 million Roubles. All in all, the project will create around 100 new jobs”, said Bogdan Polischuk.

The project for expansion of the current bentonite granules’ production for the needs of the oil and gas, nuclear, metallurgic and casting sectors of Russian economy was presented by the Director General of the Khakassian Bentonite LLC Vladimir Panteleev.

Being the Russian market’s leader in bentonite production for 50 years (holding 50% of the Russian bentonite market), the company set an ambitious goal for the nearest future: it plans to enter the global market, e.g. Japan, South Korea, France, Finland. The company owns the bentonite clay raw material base of 13 million tons; the mineral reserve expansion and exploration of new deposits in the Republic of Khakassia are being done. The total amount of investment is 780 million Roubles, with 270 million invested in the three previous years and 510 million to be contributed in the period of 2019-2021 to reach the design capacity of the company. The payoff period of the project is 5 years.

Vladimir Panteleev named the most promising areas of sales market development within the scope of the investment project; those are supplies of bentonite to the nuclear industry and production of bentonite mats, a strategic waterproofing material.

“Firstly, the material is environmentally friendly, but most importantly, it recovers after any damage. It is used for construction of domestic and industrial wastes’ landfills instead of expensive imported membranes and geotextile. Thanks to its unique water binding and absorbing properties, bentonite products will be widely used in the construction of landfills and as a buffer sealing material for the surface and underground storages of nuclear and radioactive wastes of all hazard categories”, emphasized Panteleev.

Moreover, the Republic of Khakassia presented two investment projects in the spheres of food and pharmaceutical industries: these are production of high-quality berry items of selected sea buckthorn and honeyberry species in the Askizsky District headed by the Chairman of the Peasant Farm Enterprise Sergei Bakhtin, and construction of canned food and sausage workshops in the territory of Chernogorsky Industrial Park initiated by Chernogorsky Agroindustrial Complex, LLC. To reach the design capacity within the next five years, the projects require the investment of 685 million and 227 million Roubles respectively. Both of them have been recognized as priority projects for the socioeconomic development of the Republic of Khakassia.

“We are planning to create a berry garden of 1000 ha, where dribble irrigation and fertigation (supplying fertilizers to the plant roots through water drops) will be arranged based on the Israeli melioration system. The harvest will be collected with berry harvesting machines. The innovative freezers will keep all the healthy properties of the material. According to the production plan, by the third year of operation 540 tons of berries will be produced, with the production volume increasing to 6,676 tons to the fifth year of project life. The revenue is evaluated as 1 billion 800 million Roubles for the five years of project life”, remarked Sergei Bakhtin.

The Head of the canned food production plant in the territory of Chernogorsky Industrial Park Igor Chumakov said that the project is based on the system of the famous Abakan Canned Beef brand.

The Minister of Culture of Khakassia Leonid Eremin presented a project for creation of the all-year-round Podnebesye tourism and recreation facility with a centre in Balyksa Village, the home of the Shors, one of the small-numbered indigenous peoples of Siberia. The project includes reconstruction of motorways, construction of Terensug Alpine Skiing Facility, Balyksa-Kazyr light railway. The tourist flow is expected to reach 500 thousand people per year. The volume of required investment is assessed as 5 billion Roubles.

In the tourism sector of the investment session, The Children of One River National Ethnopark project was presented. Its author, the Director of Module Story Company Eugeny Samsygin, began his presentation with an original video showing different places of the vast territory of the Yenisey Siberia, from the Yenisey riverhead in Tuva to its mouth in the Taymyr peninsula.

“The ambition of our Yenisey Siberia cultural space project is to compress the huge area of Krasnoyarsk Region, the Republics of Khakassia and Tuva, comprising over 25 million square kilometres, into a mini-version of a cultural park, exhibiting the original features of lifestyle, architecture and cultural sites of every nation. The Children of One River National Ethnopark will be our legacy for the next generation to keep the knowledge and memory of our culture”, remarked Eugeny.

The park infrastructure is designed with an abundance of interactive locations: the Yeniseisk and Krasnoyarsk fortresses, Arctic ethnicities, the Tunguska Meteorite in Evenkia, Putorana Plateau in Taymyr, the Valley of Kings, Arzhan 2 Scythian kurgan burial, Tozhu Tuvan reindeer breeders’ camps in Tuva, Sayano-Shushenskaya Dam, Salbyk kurgan burial and the ancient Chests observatory in Khakassia. The interactive locations will enable the visitors to immerse into the lifestyle of the Siberian peoples, see reindeer and husky dogs, the handcraft workshops, traditional fishing, games and entertainment, experience the cuisine of the peoples residing in the Yenisey Siberia.

The investment volume is 700 million Roubles; the project shall be implemented within the period of 2019-2027. Every cultural location will be created with the help from the respective region. The main purpose of the park is to become a family recreation centre with an educating and cultural component.

The conclusion on the tourism potential presentation of the Yenisey Siberia was made by the Director of SK-Invest Company Sergei Ivanov and his presentation of the Siberian Divnogorye tourism cluster project developed within the “Divnogorsk Municipal Entity Development Strategy”, which considers tourism to be the priority focus area of Divnogorsk. The project implies the development of the existing local history facilities and touristic locations, navigation on the Yenisey and Krasnoyarsk Reservoir, a network of pedestrian and cycling roads, park zones and lookouts, construction of a cable railway across the Yenisey from the Divnogorsk embankment, restoration of Znamensky Skete church of the 19th century, construction of the Cossack Fortress, the Flooded Villages Museum. The project requires around ten billion Roubles.
