Issues of applying and developing PPP mechanisms in Krasnoyarsk Region were discussed at the strategic session

Today in Krasnoyarsk a strategic session aimed at developing economic and investment potential of the region was held. Issues of applying and developing public-private partnership mechanisms were discussed within it. The session was initiated by the National PPP Center and Yenisey Siberia Development Corporation.

“Development of public-private partnership is currently actively supported at the federal level, so much attention is paid to PPP projects,” said Anna Garnets, Acting Minister of Economy and Regional Development of Krasnoyarsk Region, in her welcoming speech. “Goal of this strategic session is to engage participants in the main directions of public–private partnership development, introduce them with the main features of this mechanism, tell about its advantages and risks, necessary to be realized in order to mitigate them as quickly as possible. Training and development of competencies in this area is one of our priorities and it will take place on a systematic basis. It is important that everyone involved in the development of this area understood the advantages of this mechanism and used them widely in their work.”

Maxim Tkachenko, Senior Managing Director of the National PPP Center, outlined that PPP is like an extreme sport requiring its own training. “Today it is important for us to understand what problems and what growth areas Krasnoyarsk Region has, which role is assigned to the public-private partnership. Only seeing this we will be ready to introduce advanced digital solutions for the preparation and launch of the projects, as well as work out specific initiatives together with the authorities of Krasnoyarsk Region.”

During the strategic session, representatives of the National PPP Center presented the current state of the PPP market in Krasnoyarsk Region, as well as considered possible models of PPP projects and their applicability to various sectors of the economy. In particular, social cases (in healthcare, education, social care fields), together with successful solutions for the infrastructure of MSW treatment were presented.  Besides, together with the participants of the session, experts discussed the use of PPP mechanisms in the development of urban infrastructure — public spaces, sports facilities, cultural heritage sites, social and cultural and leisure facilities. Use of offset contracts made a special topic for discussion.

According to Maxim Tkachenko, it is important to introduce single standards and processes and transfer to digital formats for the effective preparation and implementation of PPP projects,.

Single environment and common working tools, as well as proven solutions and schemes are the main advantages of the project office. This makes it possible to significantly reduce the time for the elaboration of initiatives and improve their quality. We offer Krasnoyarsk Region to try implementing this solution in their business processes,” Maxim Tkachenko added.

National PPP Center is a key competence center on infrastructure development issues and it provides analytical support for the development of the PPP sector in Russia. In addition, the National PPP Center is recognized by the World Bank as the official institute for PPP development in Russia. The Center conducts research and prepares analytical materials on the use of PPP mechanisms in Russia and abroad.
