Government of Krasnoyarsk Region held the meeting of the interinstitutional taskforce for delivery of the Yenisey Siberia CIP

Today, the Government of Krasnoyarsk Region held the meeting of the interinstitutional taskforce for the issues of delivery of the Yenisey Siberia Comprehensive Investment Project, presided by the Vice Prime Minister of Krasnoyarsk Region Sergei Vereshchagin. The meeting was participated by the representatives of the Government of the Region, the Yenisey Siberia Development Corporation and investor companies. The agenda included the HR supply to the CIP, delivery of the projects of the Angara-Yenisey Economic District, as well as promising investment projects.

Director General of the Yenisey Siberia Development Corporation presented his report on the current condition of the HR supply for the Yenisey Siberia CIP: “Today, some active work is being done: an agreement with the related institutions of Krasnoyarsk Region, the Republic of Khakassia and the Republic of Tuva on HR supplies has been signed. The HR pool is being developed: in June, the Yenisey Siberia Leaders competition was completed, and the winners are currently receiving employment assistance and participating in educational events. The next stage would be the WorldSkills standards-based professional championship. The competition is scheduled for December 2019”, reported Sergei Ladyzhenko.

In order to list the future professions demanded by the Yenisey Siberia CIP, a large-scale research and development of the “Yenisey Siberia New Professions Atlas” is being developed. It will provide the list of professions sought for by the participant companies in the nearest 5-7 years. The research is carried out by the North-West Strategic Research Centre with the support of the local scientific and research sector and the Ministry of Education of Krasnoyarsk Region.

To satisfy the current HR needs of the companies, a special project on involvement of Russian Student Construction Teams’ members to the construction sites of the investor companies. It is planned to enrol over 2000 Student Team members for construction, work in the spheres of service and medicine.

A model of cooperation between the educational institution and the Yenisey Siberia CIP investor companies has been developed. Lecturers, and experts are being searched for; a great assistance is provided to start profile education programmes at education institutions, to arrange student internships, and negotiations on opening new departments at higher education facilities are in process.

For the training of IT specialists for the Krasnoyarsk Digital Valley and Digital Economy projects, a cooperation with the regional universities was started. It is planned to establish laboratories for students to develop their solutions in the spheres of industrial security, labour safety and environment, creation of digital twins of equipment ant others. It is also planned to open a proactive training centre for certain projects, involving students from different colleges and universities. Training polygons for testing the standard industrial solutions and running professional exams will be arranged.

Another point of the meeting agenda was the exploration of the gold ore fields of the Noyba area of the North Yenisey District of Krasnoyarsk Region run under the Angara-Yenisey Economic District development programme. The Director General of Sovrudnik, LLC Ruslan Kurbanov spoke of the company’s plans on the exploration of Vysokoe and Zolotoe gold ore fields with the establishment of a modern ore mining, treatment and gold production plant on their basis. When the design capacity is reached, the new facility will provide additional annual tax revenue into the regional budget exceeding 1.3 billion Roubles, providing up to 1,000 permanent new jobs.

The project requires governmental support provided as tax preferences, electric and transport infrastructure. The North Yenisey District still faces the lack of energy facilities and absence of technical conditions too connect the new production capacities to the power supply, which restricts further development of the production volume. Moreover, the transport connection to the central districts of the Region is a challenge. These factors extend the project implementation schedule, entail the investment and operation expenses.

Sergei Vereshchagin remarked, that the further development of the North Yenisey and Lower Angara Region requires some governmental infrastructure development measures. “The current federal budget involves construction of a new bridge near Vysokogorsky Village, which opens a wide space for the second stage of the Lower Angara territory development. We see the need for additional actions to build the roads and provide the district with the energy facilities”, remarked Sergei Vereshchagin.
