Bid for establishment of the Krasnoyarsk Technological Valley special economic zone will be prepared by the end of the year

It was announced after the working meeting at the Ministry of Finance of the Russian Federation, where the projects and event plans of the Yenisey Siberia Comprehensive Investment Project were considered. Presided by the Deputy Minister of Finance of the Russian Federation, Secretary in Charge of the New Investment Projects Assistance Taskforce Andrei Ivanov, the discussion was participated by the representatives of governments of Krasnoyarsk Region, the Republic of Khakassia, the Republic of Tuva, CIP investor companies, and the Yenisey Siberia Development Corporation.

In the aspect of the establishment of the industrial and production special economic zone, the Grazhdanproekt urban planning institute is working on the planning and landmarking of the future special economic zone territory, running the engineering, geodetic, geological, environmental, and archaeological surveys; the options for engineering the transport provision, the development of the adjacent territory has been prepared including the list of infrastructure facilities, improvement plans, technical and economic feasibility study for the establishment of the SEZ.

An active work is being done for the attraction of investors and development of the industrial park structure. At the first development stage of Krasnoyarsk Technological Valley, there are six projects in the sphere of deep aluminium processing and industrial production. The SEZ is planned to develop several projects initiated by RUSAL, UC. Manufacture of large dimension profiles for transport machine engineering and construction, wheel discs, aluminium alloy plates will be launched. Moreover, a number of companies have sent their intention agreements concerning the development of metallurgical projects, machine engineering parts and special equipment production.

The new production facilities will not make an additional load on the environment; the technological processes of the enterprise of such scale do not entail great exhausts. The strict environmental standards’ control shall create the prerequisites for the involvement of Russian and foreign investors who appreciate the “green” technologies at each and every stage, from the raw material production to the release of the final product.

The future development of the Krasnoyarsk Technological Valley includes the expansion of the territory at the expense of the North Site, expansion of the SEZ resident number to 19; moreover, Rusal considers the launch of three more projects: hard alloy extrusion or the construction and automotive industries, ship building, aviation, a new wheel plant (Greenfield), wide aluminium strip and sheet production by the method of rolling from molten condition.

Director General of the Yenisey Siberia Development Corporation Sergei Ladyzhenko remarked that the Krasnoyarsk Technological Valley is gaining momentum, being one of the priority projects of the Yenisey Siberia CIP. “The next step is bidding for the establishment of the special economic zone that will enable the project investors to count for tax preferences for their projects. It will boost the development of Russian industry, establishment of innovative enterprises and release of competitive products sought for both in Russia and abroad. We are currently searching for the residents interested in the deep aluminium processing projects and industrial production. The Development Corporation is ready to provide assistance to the potential investors about project detalisation, new production design or expansion of a project already existing in the SEZ of the Krasnoyarsk Technological Valley, remarked Sergei Ladyzhenko.
