Alexander Uss: Yenisey Siberia CIP is on the rise

Governor Alexander Uss discussed the implementation of the Yenisey Siberia Comprehensive Investment Project in Krasnoyarsk Region with Sergei Vereshchagin, Deputy Head of the Government of Krasnoyarsk Region and Sergei Ladyzhenko, Director General of ANO Yenisey Siberia Development Corporation.

The Governor noted that despite the serious economic challenges that the region and the whole country faced due to the coronavirus, the main strategic goals that were set at the start of the Yenisey Siberia CIP remain unchanged.

“The law on the implementation of certain provisions of the Tax Code of the Russian Federation in relation to regional investment projects has been adopted, construction of the Vysokogorsky bridge in the Yenisey district has begun, as well as plans and tasks for Taimyr have been specified. In a nutshell, the Yenisey Siberia CIP has been picking up steam”, stressed Alexander Uss.

This was confirmed by the appeal of the Irkutsk region to include the projects of the neighboring region in the Yenisey Siberia CIP. The corresponding draft order of the Government of the Russian Federation on the merging of projects of four regions – Krasnoyarsk Region, the Tyva Republic, the Republic of Khakassia, Irkutsk Region, was prepared by the Ministry of Economic Development of the Russian Federation At the moment the CIP includes 32 projects at a cost of 1.9 trillion rubles, but with the projects of the Irkutsk region the number will increase up to 53 projects amounting to a total of more than 4 trillion rubles. It will be possible to create an effective tool for social and economic development of Siberian and even Federal level.

As Sergei Vereshchagin said in his report, 12 out of 18 projects that are included in the Yenisey Siberia CIP in Krasnoyarsk Region are under the active stage of implementation. One of the examples of the implemented projects is the project of the DOK “Yenisey” company to create capacities for processing its products.

In 2020, it was possible to get a decision on federal funding for a number of infrastructure facilities in the Yenisey Siberia. This made it possible to start construction of the bridge in the vicinity of the Vysokogorsky village a year earlier. This facility is awaited not only by investors who companies are implementing projects on this territory for a total of about 180 billion rubles, but also by more than 13 thousand residents of the Yeniseysky, Severo-Yeniseisky and Motyginsky districts.

An application for the creation of a special economic zone “Krasnoyarsk Technological Valley” has also been formed and approved at the federal level. The zone will be created on the territory of the Krasnoyarsk Metallurgical Plant. Six anchor residents have already confirmed their plans to implement projects in the SEZ for a total amount of about 29 billion rubles.

“It is especially important that the project will make it possible to create production facilities for the processing of primary aluminum, to produce products with a higher added value. Taking into consideration that earlier products from Krasnoyarsk aluminum were produced outside the territory of the region, and only after that were imported into the territory of the region, where they were used by our companies and enterprises, now such closed production cycle will be created on the territory of the SEZ. We expect that by the end of the year there will be a corresponding decree of the Government of the Russian Federation approving this project,” explained Sergey Vereshchagin.

An active implementation of a complex coal mining project began at the Syradasayskoye deposit in the Arctic zone of the Krasnoyarsk Region. Severnaya Zvezda company has invested over 40 billion rubles in this project. The company signed an agreement on social and economic partnership with the Government of Krasnoyarsk Region.

In October this year, a bill was adopted on the implementation of certain provisions of the Tax Code of the Russian Federation in relation to regional investment projects. Five applications for assignment of the status of the regional investment projects are already being formed from companies that are part of the Yenisey Siberia CIP. The total cost of the projects is over 50 billion rubles. The Government of Krasnoyarsk Region will continue to expand applications for obtaining the regional investment project status.

The Vostok Oil project, implemented by Rosneft in the north of the region, has seriously strengthened the Yenisey Siberia. The social and economic effect of the project is important not only for Krasnoyarsk Region, but also for the whole country. Yesterday Igor Sechin, the head of Rosneft met with Vladimir Putin, the President of the Russian Federation, where they announced the main parameters of Vostok Oil project: these are hundreds of thousands of jobs throughout Russia, one hundred million tons of oil production by 2034, billions of rubles in taxes, trillions rubles of investments.

As Sergey Vereshchagin emphasized, the Yenisey Siberia Development Corporation plans for 2021 to start not only the Vostok Oil and Severnaya Zvezda projects, but also a number of projects for the extraction of raw materials, including gold mining companies in the region, as well as projects in wood processing and logistics.

“According to our estimates, at least 100 billion rubles will be invested next year within the framework of the Yenisey Sibreia CIP, as well as about 12,000 jobs will be created,” the Deputy Prime Minister added.

During the meeting, the Governor focused on the importance of working with companies that are part of the Yenisey Siberia CIP, in terms of priority employment of residents of Krasnoyarsk Region. According to the results of the last year, more than 1,300 people in the region were employed for projects of the Yenisey Siberia CIP.

The second task for 2021, designated by the head of the region, is the cooperation of small and medium enterprises with large companies that operate in the region within the framework of the Yenisey Siberia CIP. Currently, a register of 300 responsible supplier companies has been formed, 160 contracts were concluded with these companies for the amount of 3.6 billion rubles at the end of 2020.

Another task within the framework of the “Yenisey Siberia” CIP, which requires constant support, is the continuation of cooperation between business and science for the implementation of large science-intensive projects.

“The scientific and educational complex of the region has already received a number of orders from business enterprises, their amount at the end of 2020 is 330 million rubles. This work is definitely going to intensify,” said Sergei Vereshchagin.
