Agreement on Socio-Economic Cooperation Between the Tyva Republic Government and Golevskaya Mining Company

On October 19, 2020, in Kyzyl, an Agreement on cooperation and participation in the socio-economic development of the Tyva Republic for 2020-2025 was signed between the Tyva Republic Government and Golevskaya Mining Company LLC.

On behalf of the Tyva Republic, the Agreement was signed by the Tyva Republic Head Sholban Kara Ool, on behalf of Golevskaya Mining Company LLC, by Director General Andrey Listkov. The signing ceremony took place in the government headquarters with the participation of Lev Kuznetsov, Director General of Intergeo Management Company LLC, the founder of Golevskaya Mining Company LLC. The ceremony was also attended by representatives of the Supreme Khural and the economic bloc of the Republic government.   

The signing of the Agreement became another significant milestone in the implementation of the project for the construction of the Ak-Sug Mining Complex, with a capacity of at least 24 million tons of ore per year. After the launch of the Mining Complex, it is planned to produce up to 500 thousand tons of copper concentrate per year (120-159 thousand tons of copper).

Ak-Sug Mining Complex is one of the largest projects as part of the Yenisey Siberia CIP implementation.

Intergeo Management Company LLC has successfully passed the preparatory stages and received positive conclusions from the Rosnedra Central Committee for Solid Mineral Deposit Development and the Federal Service for Supervision of Natural Resources. On September 23, 2020, a positive conclusion was received from the FAU Glavgosexpertiza of Russia on the design documentation and the results of engineering surveys “Construction of a mining complex based on the Ak-Sug porphyry copper deposit”. A permit for the construction of a mining complex was also received. Intergeo Management Company LLC has now moved to the active phase of the project implementation.

As part of the agreements reached with the Government of the Tyva Republic, the Company intends to strictly adhere to the principles of corporate social responsibility. The main principle is the understanding that sustainable business growth is inextricably linked to the well-being of the communities in which the Company operates. The corresponding measures were reflected in the signed Agreement.

According to the Agreement, the government of the Tyva Republic will provide the most favored nation treatment for the implementation of the Ak-Sug project, which includes, among other things, provision of information to the public about the progress of the Ak-Sug project, consulting assistance, assistance in obtaining initial permits, personnel training for the needs of the project, the application of favorable tax and investment regime, and etc.

In turn, among the obligations of the Company, together with the authorities of Tyva, to implement projects for the development of critical infrastructure, including the construction of roads, power grid facilities, as well as the creation and equipping of specialized educational institutions in order to develop human capital, the creation of new jobs and consideration of the interests of target audiences and local communities. The constructed facilities will be transferred to the ownership of the Republic.

In particular, the investor represented by Golevskaya Mining Company LLC is going to build a Mining Technical School in Kyzyl, since such a major project as Ak-Sug will require a large number of highly skilled personnel.

The Mining Technical School will be fitted with advanced equipment and will have a capacity for over 400 students. In addition, it is planned to build the 250-bed residence hall, as well as a training ground. The Mining Technical School may open its doors to new entrants already in 2022. 

According to the investor, the right team is the key to success in all undertakings. The Company estimates that at least 2,000 people with relevant mining competencies will be required to develop the deposit. In accordance with the Agreement, priority in hiring employees will be given to the Tyva residents, and the guaranteed salary will be higher than the average salary in the Republic.

Also, the project implementation will create conditions for the electrification of remote settlements of Todzhinsky District and Tofalaria in the Irkutsk region. The company has already received a positive conclusion for the construction of a power transmission line with a length of more than 300 km. A new road network with a total length of more than 300 km will appear on the territory of the Tyva Republic. It will provide transport links within the Republic, as well as its northern regions with the Russian railways network. The roads built as part of the project will be transferred to the ownership of the Tyva Republic.

The key priority of the Company is to ensure safe production, reduce the load on the environment, preserve the ecology and make more rational use of natural resources. The strategic goals of the Company in the field of environmental safety envisage the prevention of environmental damage from economic activities and the implementation of the world’s best practices in the field of environmental safety. The Company is already taking measures to restore and preserve biological diversity. At the Ak-Sug field, high standards of environmental monitoring and regulation system based on the introduction of innovative technologies will be applied.

The widespread use of modern technologies for digitalization of production, intelligent quarry management, autonomous vehicles, and unmanned vehicles will make it possible to automate production as much as possible and ensure a high level of industrial and environmental safety. The latest digital solutions will ensure the creation of a large number of highly productive modern jobs.
