Small and medium-sized businesses will attract at least 50 billion rubles in debt financing under umbrella guarantees from the SME Corporation in the second quarter of 2026. Special limits for such guarantees totaling 25 billion rubles have already been extended to partner banks, including VTB, Sberbank, Alfa-Bank, Sovcombank, T-Bank, Bank Saint Petersburg, Uralsib, Novikombank, PSB Bank, and SME Bank.
In 2025, the largest volume of umbrella guarantees from the SME Corporation went to companies in manufacturing, infrastructure construction projects, logistics, trade, and scientific and technical activities.
“The umbrella guarantee mechanism is one of the most effective tools for supporting SMEs, expanding access to debt financing. Based on the results of the first quarter of this year, we are seeing a significant increase in demand for this product. The SME Corporation’s limits enable businesses to use borrowed funds to scale up and develop production, replenish working capital, and increase output, including in the areas of import substitution and strengthening the country’s technological sovereignty,” said Deputy Prime Minister of the Russian Federation Alexander Novak.
This year, umbrella guarantees will allow businesses to attract at least 216 billion rubles in financing. This will enable them to address current challenges while laying the foundation for further growth, the Deputy Prime Minister added.
Since the launch of the SME Corporation’s umbrella guarantee mechanism in 2021, approximately 92,000 entrepreneurs have received nearly 1.3 trillion rubles in loan financing. More than 60% of this amount went to small and medium-sized enterprises in the non-trading sector, including those in manufacturing, infrastructure construction, logistics, agriculture, science and technology, IT, and tourism.
The SME Corporation’s umbrella guarantees help entrepreneurs obtain bank loans of up to 1 billion rubles, even with insufficient or no collateral, covering up to 50% of the loan amount. Guarantees are provided to businesses free of charge and automatically through a one-stop shop.
The umbrella guarantee mechanism was launched at the direction of the President of the Russian Federation and is being implemented as part of the national project “Efficient and Competitive Economy.”
