A workshop “PSEDA as a development driver” dedicated to the development of the Zheleznogorsk Priority Social and Economic Development Area (PSEDA) in the Krasnoyarsk Territory was held on November 3 via video conference. The workshop was organized by Atom-TOR JSC, which was established by Rosatom State Atomiс Energy Corporation as the managing company of the PSEDA.
The speakers were representatives of Rosatom State Atomiс Energy Corporation, Atom-TOR Management Company, federal and regional executive authorities, development institutions, expert and business communities, the Yenisey Siberia Development Corporation, as well as current residents of the Zheleznogorsk PSEDA.
The participants discussed the legal regulation issues of a special legal regime, the procedure for granting the status of a PSEDA resident, the possibility of expanding the PSEDA for the implementation of investment projects, a special procedure for obtaining land plots and buildings, facilities and infrastructure located on them by residents and other issues related to the investment activities as part of the PSEDA.
Alexey Nikolayev, Director for Attracting Investment Projects of the Yenisey Siberia Development Corporation, gave an overview of the Corporation’s work to support similar priority areas in the Krasnoyarsk Territory and shared plans to conclude an agreement with Atom-TOR JSC in order to attract residents to the Zheleznogorsk PSEDA.
It will be recalled that the decision to create the Priority Social and Economic Development Area in ZATO Zheleznogorsk was taken by the Government of the Russian Federation in February 2018. The creation of the area with a special legal status implies a number of benefits for enterprises that will be selected in accordance with the procedure established at the federal level. Among the preferences – corporate property tax and land tax exemption, free customs zone, priority connection to infrastructure, preferential leasing of real estate.
Investment activities as part of the PSEDA allows investors to implement new projects faster and more efficiently. The proximity to large nuclear energy sector enterprises opens up unique opportunities for those who want to become products and services suppliers for them.
