Venues of Yenisey Siberia Comprehensive Investment Project are integrated into Krasnoyarsk Region land-use plan

Chairman of the Regional Government Yury Lapshin signed a decree on the introduction of amendments into the land-use plan of Krasnoyarsk Region (LUP). These are the first amendments introduced into the plan since 2016.

The LUP contains a list of venues including those integrated into the Yenisey Siberia Comprehensive Investment Project planned to be constructed in the nearest future, their location, construction schedule and the main structural parameters of the buildings.

For instance, the amended land-use plan includes the motor bridge across the Yenisey River near Vysokogorsky village, expected to provide access to the Lower Angara area rich in woods and mineral resources. A contractor for the bridge construction has already been assigned. The works are scheduled to commence this autumn, and commissioning is planned for the year 2023.

The LUP includes a special economic zone at the premises of Krasnoyarsk and Cheremshanka airports to integrate the region into the global chains and to convert it into a transit hub for international trade. At the moment, the high-speed taxiway repair is in process, the preliminary technical and economic feasibility study of the hub project is complete, the detailed profile of the resident with standard selection criteria has been drawn up; the roadmap of the project preparation stage has been developed, and negotiations with the key residents are in progress.

Moreover, the updated plan includes the project for establishment and development of Krasnoyarsk High-Tech Valley industrial and production special economic zone (SEZ), that implies the arrangement of new profound aluminium production facilities, such as milling workshop development, wheel disc, structural shape and consumer product manufacturing divisions. The SEZ establishment request has been submitted by the regional Government to the Ministry of Economic Development of the Russian Federation; the decision is expected to be made this year.

Moreover, the updated LUP version includes the road infrastructure elements planned to be constructed under the “Establishment of battery metal manufacturer company” project. The roads will be built in the Sayansky and Kuraginsky Districts of Krasnoyarsk Region; they are essential for the exploration of the Kingashsky and Ak-Sug copper and nickel ore fields.

Director General of the Yenisey Siberia Development Corporation Sergei Ladyzhenko remarks that getting involved in the land-use plan is an important step in the implementation of the Yenisey Siberia Comprehensive Investment Project. “Inclusion of the production and infrastructural venues of the Yenisey Siberia CIP into the land-use plan makes it possible for the projects to get evaluated by experts and to obtain the construction permission documents,” emphasized Sergei Ladyzhenko. 

The LUP amendment draft was prepared by Grazhdanproekt institution. The new edition foresees comprehensive development of the regional territory till 2040 with the fulfilment of the high-priority tasks before 2030.

The LUP of the region and the list of venues introduced to the updated map can be found in the regional portal krskstate.ru. The territorial planning of the municipal entities including the new venues to be constructed will also be aligned with the new edition of the Krasnoyarsk Region LUP.
