Yenisey Siberia Comprehensive Investment Project enters active implementation phase

Alexander Uss, Krasnoyarsk Region governor, had a meeting with Sergey Vereschagin, Krasnoyarsk Region Government vice-chair, where they discussed the implementation of the Yenisey Siberia Comprehensive Investment Project at the territory of Krasnoyarsk Region.

Opening the meeting Alexander Uss emphasised that though the situation is challenging due to the pandemic in the region, country and the world, it is still necessary to do the work for the long run and remain on track for the potential economic development, which is the underlying principle of the Comprehensive Investment Project. “I’m convinced that the coronavirus is not the reason for us to halt implementation of the large scale investment projects of Yenisey Siberia. As these projects in many ways are helping the region to overcome the negative economic impacts caused by the virus outbreak,” Alexander Uss underlined. 

Sergey Vereschagin reported that despite the pandemic, all the investment companies agreed to continue working.

“Since the project start, a number of legal, organisational and financial issues have been resolved. Investors of nine projects are at the final stage of the feasibility report development. Nine projects are at the stage of the design and estimate documentation preparation, two projects are at the stage of construction and assembly work, implementation of one project has been completed,” Sergey Vereschagin said. Over 18 billion roubles have been allocated from the federal budget for the establishment of the Comprehensive Investment Project infrastructure. In 2019 the Comprehensive Investment Project participants invested over 3.6 billion roubles. “Now we can state that the project entered the active implementation stage,” Krasnoyarsk Territory Government vice-chair summarised.

In his report to the head of the Krasnoyarsk region, he described the progress of the Comprehensive Investment Project implementation.

Namely, the government of Krasnoyarsk Region filed to the Ministry of Economic Development of the Russian Federation the applications for the establishment of the Special Economic Zone in the frame of Krasnoyarsk High-Tech Valley project and of the Territory of Advanced Social and Economic Development in the frame of Siberia Agroindustrial Park project in Sharypovo District.

Federal budget funds have been allocated for the construction of the high-speed taxiway in the Krasnoyarsk airport and for the preparation of the Special Economic Zone feasibility report. Negotiations with the Russian and international potential residents are ongoing.

The contract was signed for the construction of the bridge over the Yenisey river near Visokogorsky village that will ensure the all-season communication with the Angara-Yenisey economic region. The start of the construction work is scheduled for September this year, and it is expected to be completed before 2023.

Kraslesinvest company is inviting tenders for the design and the construction of the timber processing complex in Boguchansky District. All the necessary documents have been prepared, environmental impact analysis including, and the results of the independent ecological examination obtained. For this year it is planned to have the design documents ready.

Intergeo company investment project of creating a producer of battery metals has entered its active implementation phase. The Russian government is ready to allocate 11 billion roubles to connect the Ak-Sug MPP to the electric power network and 2 billion roubles to establish the road infrastructure. It is also planned to build the road in Kuraginsky District, and the design and estimate documentation for the facilities of Kingashsky MPP is under preparation.

Syradasay coal deposit development project by Severnaya Zvezda company exhibits good dynamics. Design and estimate documentation has been worked out, the ecological examination performed, the application to the Ministry for Development of Russian Far East for the Arctic infrastructure subsidy filed. The development of the site is scheduled to commence in the third quarter of 2020.

Payakha Fields and Infrastructure Development project by Neftegazholding has been merged with a bigger Vostok Oil project initiated by Rosneft. Design and estimate documentation is under preparation.

An important avenue of the work is to maximise the outcomes of the CIP projects implementation. Investors are always in contact with the science and education complex of the region. Research competition for the orders from industrial partners has been held, resulting in 12 large-scale scientific projects obtaining financial support of 120 billion roubles, CIP participants covering part of this support. In addition to that, three direct research contracts were signed for a total of 16 billion roubles.

Yenisey Siberia Leaders competition and Yenisey Siberia – Generation of Professionals championship were held using the WorldSkills approach in the frame of the CIP personnel pool replenishment program. By 2019 the personnel pool comprised over a thousand experts and over 500 people got employed.

Sergey Vereschagin also added that the Comprehensive Investment Project actively involves small and medium-sized businesses to be suppliers and contractors. A list of over 250 Krasnoyarsk Region companies has been generated, and cooperation maps for the key projects have been worked out. 11 local businesses involvement agreements have been signed with the investors of CIP. The companies in the list have signed contracts with CIP investing companies for over 600 billion roubles.

Following the meeting, Alexander Uss urged Sergey Vereschagin together with the Ministry of Ecology and Sustainable Use of Natural Resources of Krasnoyarsk Region to pay close attention to the ecology issues while implementing the CIP projects of production facilities establishment.

“Please look closely not only to the economic productivity but the ecology issues as well. I’m aware that the representatives of the Ministry of Ecology work with investors and citizens of the territories that require special vigilance in the course of the projects. This is the task not only for the regional authorities but for the investors also. Economic productivity is important, no doubt. But we live in the times when the ecology is the top-most priority,” Alexander Uss noted.
